EYSAC Workforce Strategy

A thriving, professional, and empowered Tasmanian early years and school age care (EYSAC) workforce, driven by leadership, collaboration, and shared purpose.

The EYSAC Workforce Strategy provides a shared roadmap for strengthening Tasmania’s education and care workforce, both now and into the future.

At its heart, the Strategy recognises that workforce challenges cannot be solved through a single initiative or organisation. Building a strong, sustainable workforce requires coordinated action across attraction, retention, professional development, leadership, workforce wellbeing, qualifications, workforce planning and system collaboration.

The Strategy is designed to support the sector at every stage of the workforce journey, from introducing people to careers in education and care, through workforce entry and qualification attainment, right through to leadership development and long-term career progression.

Importantly, the Strategy has been developed to be more than a document. It provides a framework for action, helping guide the activities of the EYSAC Workforce Initiative while also creating opportunities for services, educators, leaders, training providers and government to work together towards shared workforce goals.

The Strategy was co-designed with the sector, ensuring that the priorities and actions reflect the experiences, challenges and aspirations of educators, leaders, employers and workforce stakeholders across Tasmania.

The co-design process was facilitated through the Workforce Connections Program, creating opportunities for consultation, conversation and collaboration across the state. Through these engagements, the sector identified workforce challenges, highlighted opportunities for improvement and helped shape the strategic priorities that now guide this work.

The Strategy was developed and delivered by Early Childhood Australia Tasmania Branch, with support from the Tasmanian Government, reflecting a collective commitment to building a strong, capable and sustainable workforce for the future.

The Strategy provides a common foundation for workforce development across the sector. It supports alignment around shared priorities, encourages collaboration across organisations and stakeholders, and helps focus effort on the areas that will have the greatest impact on workforce attraction, retention, capability and sustainability.

The Strategy reflects the collective knowledge and expertise of the sector itself and recognises that lasting workforce change is achieved through partnership, shared responsibility and ongoing collaboration.

The Action Plan

The EYSAC Workforce Initiative Action Plan outlines how the EYSAC Workforce Initiative contributes to the priorities identified within the EYSAC Workforce Strategy.

While the Strategy provides the overarching direction and priorities for workforce development, the Action Plan identifies the areas where the EYSAC Workforce Initiative is making a direct contribution through its programs, activities and partnerships.

The Action Plan brings together the Initiative’s workforce development activities under a shared framework, demonstrating how initiatives such as scholarships, leadership coaching, Five Roots of Quality Practice, workforce engagement, workforce capability assessments, school pathways and pre-employment programs contribute to broader workforce outcomes.

It is not intended to capture all workforce activity occurring across the sector. Rather, it provides a way of articulating the specific contribution of the EYSAC Workforce Initiative towards achieving the Strategy’s goals and supporting a stronger, more connected and sustainable workforce.

The Action Plan also allows us to reflect on progress, identify emerging opportunities and ensure our activities remain responsive to the evolving needs of the sector while continuing to align with the priorities identified through the Strategy’s co-design process.
